Board are, however, of opinion that power to inter-

fere with British ships in such a matter should not be
entrusted to a Consular Officer unless he is in
a position to avail himself of the requisite
technical advice and assistance.
If it should be decided to adopt preventive
measures with regard to British ships, the Board
trust that efforts will be made to induce other
Maritime Powers to adopt similar measures,
so that
British shipowners may not be placed at a disad-
vantage as compared with their foreign competitors
in the trade in question.
